La carta abierta \u00abNo m\u00e1s violaciones de derechos humanos en Chile\u00bb est\u00e1 firmada por 28 galardonados con el Premio Right Livelihood y los dos campus latinoamericanos del Right Livelihood College. Despu\u00e9s de 20 d\u00edas de protestas masivas en Chile y en medio de graves denuncias de violaciones a los derechos humanos y represi\u00f3n por parte de las fuerzas estatales de seguridad, los galardonados de todo el mundo expresan su apoyo a las protestas pac\u00edficas y exhortan al gobierno chileno a escuchar a los ciudadanos en su reclamo por justicia social.<\/strong><\/p>\n

Los abajo firmantes, galardonados con el Premio Nobel Alternativo, el Right Livelihood Award, queremos manifestar nuestra consternacio\u0301n y rechazo a la inusitada violencia desplegada por los Carabineros y otras fuerzas militares y policiales de Chile contra ciudadanos que ejercen su derecho a la protesta paci\u0301fica. Hasta el 23 de octubre de 2019, y de acuerdo a datos proporcionados por el Instituto Nacional de Derechos Humanos (INDH), se registraron 18 muertes, 535 personas heridas (210 por armas de fuego) y 2.410 detenciones. Con total impunidad se ha procedido incluso a la detencio\u0301n de nin\u0303as y nin\u0303os. En este contexto de violencia y muerte manifestamos lo siguiente:<\/p>\n

  1. La responsabilidad directa que tiene el Presidente Sebastia\u0301n Pin\u0303era en la situacio\u0301n generada, no solamente por haber agravado la drama\u0301tica situacio\u0301n de los sectores ma\u0301s pobres con un inconsulto aumento de tarifas en el transporte, sino tambie\u0301n por haber ordenado y permitido que las fuerzas armadas reprimieran con salvajismo las protestas paci\u0301ficas.<\/li>\n
  2. Todo indica que el presidente de Chile no hizo cumplir lo establecido en la Constitucio\u0301n para casos de excepcio\u0301n, y que deberi\u0301a por lo tanto ser imputado por la Justicia y eventualmente juzgado. Chile ha estado y esta\u0301 en un estado de sitio de facto.<\/li>\n
  3. Denunciamos internacionalmente que la totalidad de las acciones desplegadas por las fuerzas militares de Chile fueron ilegales pues se violo\u0301 la Constitucio\u0301n y se procedio\u0301 a detener personas durante el Toque de Queda, en abierta violacio\u0301n a las normas vigentes. Para la legislacio\u0301n chilena el simple hecho de no respetar el toque de queda es una falta con penalidades de multa, no un delito.<\/li>\n
  4. Apoyamos decididamente a los Jueces de Chile consternados por la situacio\u0301n que se vive en ese pai\u0301s, quienes han declarado que investigara\u0301n hasta las u\u0301ltimas consecuencias todas las violaciones a derechos humanos que se cometieron y siguen cometiendo.<\/li>\n
  5. Acompan\u0303amos la presentacio\u0301n hecha por el abogado constitucionalista de Chile, Jaime Bassa, ante la Comisio\u0301n de Derechos Humanos del Senado, donde mostro\u0301 que las actuaciones de las fuerzas armadas de Chile son ilegales y ejercen lo que se denomina \u00abViolencia Estatal de Facto\u00bb pues no tienen respaldo legal para hacerlo.<\/li>\n
  6. Denunciamos que las fuerzas militares han detenido a personas en lugares no habilitados, secuestrado personas en sus hogares, maltratado y torturado en un marco de abierta ilegalidad e impunidad.<\/li>\n
  7. Solicitamos a la Comisio\u0301n Interamericana de Derechos Humanos (CIDH) el envi\u0301o con urgencia de veedores para recoger informacio\u0301n y testimonios sobre las graves violaciones a derechos humanos que se produjeron y siguen produciendo en Chile.<\/li>\n
  8. Lo que debe prevalecer en Chile es el dia\u0301logo y el respeto a las leyes, no la violencia ciega y la ilegalidad iro\u0301nicamente permitida desde el propio Estado.<\/li>\n
  9. Nos solidarizamos con la protesta paci\u0301fica de las y los ciudadanos de Chile, y convocamos a todos los actores sociales del mundo entero para lograr que se aplique en Chile lo ordenado por la Constitucio\u0301n Chilena sobre estados de excepcio\u0301n, y cese la brutal e ilegal represio\u0301n desplegada por los militares.<\/li>\n
  10. Para que haya paz no se necesitan armas y crueldad. Se necesitan justicia social, equidad, respeto a los derechos humanos, respeto por las minori\u0301as, balance de ge\u0301neros, democracia real y participacio\u0301n.<\/li>\n<\/ol>\n<\/div>\n<\/div>\n<\/div>\n

    Queremos comunicar finalmente que todos quienes firman esta Carta Abierta: los laureados con el premio No\u0301bel Alternativo; las dos sedes en Ame\u0301rica Latina del Right Livelihood College (el Campus Co\u0301rdoba de la Facultad de Psicologi\u0301a de la Universidad Nacional de Co\u0301rdoba en Argentina y el Campus Valdivia de la Universidad Austral en Chile), como asimismo miembros del Right Livelihood College (1), estamos atentos a las respuestas que den las autoridades del Poder Ejecutivo, el Congreso Nacional y el Poder Judicial de Chile. Nos comprometemos asimismo a difundir internacionalmente toda nueva violacio\u0301n a los derechos humanos que se produzca en Chile.<\/p>\n
