H\u00e1 mais de 20 anos Anabela Lemos e a JA! lutam contra projetos liderados por empresas que deslocam comunidades, degradam os meios de subsist\u00eancia e intensificam as mudan\u00e7as clim\u00e1ticas. A lideran\u00e7a da organiza\u00e7\u00e3o na \u201cCampanha Diz N\u00e3o ao G\u00e1s\u201d chamou a aten\u00e7\u00e3o internacional para as viola\u00e7\u00f5es ambientais e dos direitos humanos causadas pelos projetos de extra\u00e7\u00e3o de g\u00e1s natural liquefeito (GNL) no norte de Mo\u00e7ambique.   <\/p>\n\n\n\n<p>Para al\u00e9m do ativismo ao n\u00edvel das bases, a JA! \u00e9 conhecida pela sua incid\u00eancia global eficaz, nomeadamente contra o Mozambique LNG, um projeto de extra\u00e7\u00e3o de g\u00e1s de 24 mil milh\u00f5es de d\u00f3lares apoiado pela TotalEnergies na regi\u00e3o de Cabo Delgado. A organiza\u00e7\u00e3o construiu alian\u00e7as com a sociedade civil em mais de 23 pa\u00edses para fazer frente a este projeto. Ao apresentar provas fundamentais do terreno sobre os danos do projeto para as comunidades locais, a JA! exp\u00f4s viola\u00e7\u00f5es dos direitos humanos e crimes empresariais, conseguindo retardar o avan\u00e7o do Mozambique LNG.  <\/p>\n\n\n\n<p>Apesar de operarem em um espa\u00e7o pol\u00edtico de car\u00e1ter opressivo, Anabela Lemos e JA! continuam a amplificar as vozes locais no cen\u00e1rio mundial, o que demonstra que a luta pela justi\u00e7a ambiental transcende fronteiras. class=\"wp-block-heading has-neue-haas-grotesk-font-family has-medium-heading-font-size\">The exploitation of Mozambique&#8217;s resources<\/h3>\n<\/div>\n\n\n\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<p>Mozambique is rich in natural resources, but the extraction of these resources has largely benefited foreign corporations and government elites rather than local communities. Projects like mega dams and gas extraction devastate the environment while displacing thousands of people without just compensation. Promoted under the guise of \u201cdevelopment,\u201d these projects strip communities of their land, rivers and forests, while the promised benefits of employment and economic growth never materialise. JA! is one of the few groups in Mozambique that consistently speaks out against these dangerous projects.   <\/p>\n<\/div>\n<\/div>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-22c1a5cd wp-block-columns-is-layout-flex\" style=\"padding-top:var(--wp--preset--spacing--50)\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:40%\">\n<h3 class=\"wp-block-heading has-neue-haas-grotesk-font-family has-medium-heading-font-size\">Lemos\u2019s path to activism<\/h3>\n<\/div>\n\n\n\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<p>Lemos was born in Maputo, Mozambique, in 1953. Her activism journey began in 1998 when she led a grassroots campaign against a Danish-backed waste incineration plant near her home in Matola, an industrial hub near the capital Maputo. After a two-year struggle, Lemos and a team of activists, supported by international partners like Greenpeace, halted the project.  <\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u201cWhen we began, there were no organisations in Mozambique fighting for these causes,\u201d Lemos said. \u201cSo, we created a movement. We mobilised people, reached out to Greenpeace and connected with groups in South Africa and US, and gradually, our network grew, and that&#8217;s how we expanded.&#8221;  <\/p>\n<\/blockquote>\n\n\n\n<p>This victory taught Lemos the power of holding transnational corporations (TNCs) responsible in their home countries and inspired communities across Mozambique to contact Lemos to help fight against disastrous \u201cdevelopment\u201d projects in their region. This work led Lemos to co-found the environmental organisation Livaningo in 1998. In 2004, Lemos left Livaningo to establish JA!, with the goal of placing human rights and climate justice at the core of environmental activism.  <\/p>\n<\/div>\n<\/div>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-22c1a5cd wp-block-columns-is-layout-flex\" style=\"padding-top:var(--wp--preset--spacing--50)\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:40%\">\n<h3 class=\"wp-block-heading has-neue-haas-grotesk-font-family has-medium-heading-font-size\">JA!\u2019s global fight for environmental justice<\/h3>\n<\/div>\n\n\n\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<p>Devido aos la\u00e7os estreitos entre as TNCs e o governo mo\u00e7ambicano, JA! leva frequentemente a sua luta pela justi\u00e7a ambiental para o estrangeiro. Uma das iniciativas mais bem sucedidas da organiza\u00e7\u00e3o \u00e9 a &#8220;Campanha Diga N\u00e3o ao G\u00e1s&#8221;. Lan\u00e7ada em 2007 na prov\u00edncia mo\u00e7ambicana de Cabo Delgado, a campanha desafia as empresas de combust\u00edveis f\u00f3sseis, os bancos e os Estados ricos que exploram as reservas de g\u00e1s do pa\u00eds. A prov\u00edncia acolhe atualmente os tr\u00eas maiores projectos de GNL de \u00c1frica, incluindo o Mozambique LNG, liderado pela TotalEnergies, o Coral FLNG, liderado pela ENI e pela ExxonMobil, e o Rovuma LNG, liderado pela ExxonMobil, pela ENI e pela Chinese National Petroleum Corporation.<\/p>\n\n\n\n<p>JA! has been especially impactful in countering the construction of Mozambique LNG. The organisation has identified over 23 countries involved in financing the project and has partnered with civil society organisations from each country to strengthen its campaign. <\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u201cWe amplify the voices of the affected communities, and we fight on the national and international level,\u201d said Lemos. \u201cWithout international support, we could be crushed, and the world wouldn\u2019t know.\u201d <\/p>\n<\/blockquote>\n\n\n\n<p>Described as a \u201cmega-carbon and social bomb\u201d, Mozambique LNG threatens to worsen Cabo Delgado\u2019s existing insecurities. The discovery of gas reserves in the region has fuelled conflict and economic collapse, turning nearly one million residents into internally displaced people. The ongoing insurgency has killed 6,000 people since 2017. JA!\u2019s international campaign scrutinising the project has delayed its construction and exposed critical issues like the country\u2019s rising debt, which has ballooned from 50 to 130 per cent of GDP, further fuelling militancy.<\/p>\n\n\n\n<p>In 2021, JA! supported a legal case led by Friends of the Earth England, Wales and Northern Ireland to oppose the United Kingdom\u2019s export credit agency\u2019s funding of Mozambique LNG. JA! provided critical evidence for the case, documenting how gas extraction has coerced thousands of people to move, destroyed livelihoods and contributed to escalating violence in Cabo Delgado. Although the case was ultimately dismissed, it increased scrutiny of foreign fossil fuel financing and contributed to the United Kingdom\u2019s decision to end all overseas fossil fuel financing from 2021 onwards.  <\/p>\n\n\n\n<p>Total has tried to undermine the &#8216;Say No to Gas Campaign&#8217; by creating a 200-million-EUR fund for local organisations, shifting the burden onto civil society to address the very problems they helped create. Meanwhile, JA! remains steadfast in its mission to halt natural gas extraction in Mozambique entirely, driven by its foundational principle of phasing out existing fossil fuel infrastructure and preventing the construction of new projects. The organisation argues that if the project proceeds, it will lock Mozambique into a fossil fuel-dependent economy for decades, despite the science and climate impacts showing an urgent need to transition away from fossil fuels.  <\/p>\n\n\n\n<p>Since 2016, JA! has also been a strong voice in international negotiations for a UN-binding treaty on TNCs and human rights. As JA!\u2019s co-founder and a member of Friends of the Earth International\u2019s Executive Committee, Lemos actively campaigns for stronger international regulations to hold corporations accountable for their actions in countries like Mozambique.<\/p>\n<\/div>\n<\/div>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-22c1a5cd wp-block-columns-is-layout-flex\" style=\"padding-top:var(--wp--preset--spacing--50)\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:40%\">\n<h3 class=\"wp-block-heading has-neue-haas-grotesk-font-family has-medium-heading-font-size\">Empowering communities and challenging corporate power<\/h3>\n<\/div>\n\n\n\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<p>A key principle of JA!\u2019s work is empowering communities to speak for themselves. Since its founding, JA! has never imposed its views on the communities it supports. Instead, they provide technical support, build capacity and ensure local people are at the forefront of campaigns. From raising awareness about the dangers of open-pit coal mining to challenging gas extraction, industrial tree plantations, mega-dams and land grabbing, JA!\u2019s campaigns are always rooted in environmental protection and the priorities of affected communities.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u201cTo fight for a healthy environment, we must also fight for social justice,\u201d said Lemos. \u201cDefending people&#8217;s rights means understanding the context they live in and addressing their needs.&#8221; <\/p>\n<\/blockquote>\n\n\n\n<p>The organisation\u2019s methodology is five-fold. After being approached by a local community, JA! conducts impact assessments on the environmental justice issue at hand. They then link the community to national, and if budget allows, international struggles to foster solidarity and share strategies. When necessary, JA! conducts further research given the technical difficulty of the campaign and concludes by targeting the companies and governments behind the environmental injustice, pursuing legal action whenever possible. JA! has also set up a \u2018Seeding Environmental Justice\u2019 school for students, communities and organisations to spread its methodology across generations.    <\/p>\n\n\n\n<p>One of JA!\u2019s most significant achievements is working with local communities to delay the Mphanda Nkuwa Dam. If built, the dam would displace over 1,400 families and impact more than 200,000 people downstream. As the co-coordinator of the Mphanda Nkuwa Dam campaign, Lemos has been working to increase awareness of the project\u2019s dangers and consequences for over 24 years.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u201cJA!&#8217;s greatest achievement is standing firm in our principles,\u201d said Lemos. \u201cWe will always remain true to our convictions.\u201d <\/p>\n<\/blockquote>\n\n\n\n<p>Delaying this project is a significant victory, as it has revealed the Mozambican government\u2019s efforts to coerce community consent. It has also exposed the failure of TNCs to adhere to their home countries\u2019 environmental and human rights standards when operating abroad. <\/p>\n<\/div>\n<\/div>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-f33ee1b5 wp-block-columns-is-layout-flex\" style=\"padding-top:var(--wp--preset--spacing--50);padding-bottom:var(--wp--preset--spacing--50)\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:40%\">\n<h3 class=\"wp-block-heading has-neue-haas-grotesk-font-family has-medium-heading-font-size\">Resisting Threats and Building Resilience<\/h3>\n<\/div>\n\n\n\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<p>Lemos and JA!\u2019s work does not come without significant risk. In a country where civil society is shrinking and government repression is growing, JA! faces constant threats. JA!\u2019s office was broken into, with data and hard drives stolen, and friends, colleagues and partners working with JA! on the frontlines have been killed. Despite this, Lemos and JA! remain defiant and have developed strategies to mitigate risks, such as decentralising leadership within the organisation and building a broad base of community support.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u201cWe always say the revolution can be peaceful,\u201d said Lemos. \u201cThe biggest revolution we can have is with our mouths, our words and the changes we demand.&#8221; <\/p>\n<\/blockquote>\n\n\n\n<p>The fight for environmental justice in Mozambique is far from over. Lemos believes that real change can only come when we move away from a profit-driven model of development and toward one that prioritises people and the environment. She works to promote a culture where everyone is empowered to defend their rights and speak out against injustice, and insists collaboration between lawyers, communities, academics, journalists and social movements is necessary to drive societal change.
